Governing Body members

The Governing Body meets six times a year in public to oversee the discharge of our statutory duties, associated with our commissioning responsibilities. It considers local health services that the CCG commissions, monitors the quality of those services, and makes decisions in relation to these areas of local health care.

Members include:

  • Clinical Chair;
  • Accountable Officer;
  • Chief Finance Officer;
  • locality directors;
  • lay members;
  • independent clinical members;
  • Local Medical Committee and Public Health representatives (non voting).

The CCG also has a Managing Director, Dominic Wright.  The Managing Director is not currently a member of the Governing Body.

Adam Doyle - Accountable Officer

Adam Doyle is Chief Executive Officer for the eight CCGs in the Sussex and East Surrey Sustainability and Transformation Partnership area. Adam is also the Senior Responsible Officer for the Sussex and East Surrey Sustainability and Transformation Partnership. 

Adam started his career as a physiotherapist and has held a number of senior healthcare roles over the past twelve years. 

Before working in Sussex Adam was the Chief Accountable Officer at NHS Merton CCG in London, where he worked from its establishment in 2013, and in particular focused on the integration of health and care in a community setting. Prior to this, Adam was the Director of Private Care and Community Services at The Royal Marsden NHS Foundation Trust.

Pippa Ross-Smith - Chief Finance Officer

Pippa is the CCG’s Chief Finance Officer. 


Gill Galliano - Lay Member (Finance and Performance)

Gill Galliano

Gill is the CCG's Lay Member with responsibility for Finance and Performance and is Chair of the Finance and Performance Committee.

Gill has worked for the NHS for over 30 years - the last 18 years at board level including Chief Executive and Finance Director.

In additional to her role with the CCG she is a founding governing body member for the Primary Care Commissioning Community Interest Company and a Director on two Royal College of General Practitioners sub boards. 

John Eagles - Lay Member (Audit and Assurance)

John Eagles

John joined the CCG in June 2018 as Lay Member with responsibility for Audit and Assurance.  John brings significant experience from local government, having spent many years with West Sussex County Council, and from his time as Chief Finance Officer to the Police & Crime Commissioner for Sussex.


Jayam Dalal - Lay Member (Patient and Public Engagement)

Jayam is the CCG's Lay Member with responsibility for Patient and Public Engagement and is the Chair of the Public Engagement Committee.

She is a freelance marketing consultant with over 25 years experience and has worked at the Cabinet Office as Marketing Advisor. She is currently a Lay Representative with Health Education England's NHS Pan London Quality & Regulation Unit, and a Public Appointments Advisor with Commissioner for Ethical Standards in Public Life in Scotland.

Jayam is a member of the Tribunal Procedure Committee [appointment by the Lord Chief Justice], a Lay Member of the Residential Property Tribunal, and on the Judicial College's Panel of Experts for Religion and Belief. She is also a graduate member of the Chartered Institute of Marketing.

Alison Lewis-Smith - Independent Clinical Member (Registered Nurse)

Alison Lewis-Smith

Alison is the CCG's Lay Member with responsibility for Quality and Patient Safety and is Chair of the Quality Committee.

She is a registered nurse, passionate about patient safety and experience. Alison has enjoyed a varied career primarily in integrated community services by working clinically, in education and facilitating quality improvement through creative and innovative change programmes in numerous senior management and leadership roles in the NHS. Most recently in service development and redesign, strategy and quality assurance as a Chief Nurse.

Ralph Beard – Independent Clinical Member (Secondary Care Clinician)

Ralph is the CCG’s Secondary Care Clinician and chairs our Primary Care Commissioning Committee and our Clinical Innovation and Strategy Committee.

Ralph has more than 40 years’ experience in the NHS.  He has been on the Council of the British Association of Urologists, chaired a regional surgical training committee, and led a 'Closer to Home' project for the Department of Health. He remains a General Medical Council Associate and Medical Advisor.

Dr Jo Monjardino - Locality Director for Adur

Jo has been a GP at Northbourne Medical Centre in Shoreham since 2008 and has been training junior doctors and GP trainees since 2013. She spent five years working weekly sessions in Worthing A&E bridging the gap between community and hospital care.

Her commitment is to system-wide safe and quality patient care delivered by a resilient workforce.

Dr Sarah Pledger - Locality Director for Arun

Sarah has practiced as a GP in Arun for over 25 years, specialising in Reproductive Health. Sarah also has roles within the CCG as Clinical Lead for Gynaecology and for Transformation/Frail and Ageing Population.

Dr Alex Rainbow - Locality Director for Chanctonbury

Alex has been a GP for more than 20 years and has been a GP at Steyning Health since 1994.

He is motivated to represent the best interests of patients in the Chanctonbury area and for them to receive the best possible care.

Dr Edward Ford - Locality Director for Chichester

Ned finished his training in Darlington in 2010 and moved to Chichester to be closer to family. He has worked as a partner in Selsey medical practice since 2011.

He has trained medical students and plans to become a GP trainer in the next few years. Ned has been an active member of the locality since 2011 and is passionate about ensuring the tax payer's money is spent wisely to deliver the best quality and safest care to our population.

Dr Hannah Hewlett - Locality Director for Cissbury

Dr Tej Bansil - Locality Director for Regis

Tej Bansil

Tej is a GP at Avisford Medical Group.

Dr Bansil joined Avisford Medical Practice as a Salaried GP after completing GP Specialist Training under Chichester Scheme and did his final year of training at West Meads Surgery, Bognor Regis.

In December 2013 he completed Post Graduate Diploma with distinction in Diabetes from Cardiff University.

In April 2015 he became partner at Avisford Medical Group and from 1st July 2016 Dr Bansil became the CQC registered manager and is now Senior GP Partner of the practice.

He was awarded Post Graduate Certificate in Strategic Leadership and Multi-professional Education in Healthcare in November 2017 and has been accredited as a GP trainer.

Anna Raleigh - Public Health representative

Anna is the Director of Public Health at West Sussex County Council as of January 2018.

Previously Anna worked as a Consultant in Public Health in South West London for nine years, most recently in Richmond and Wandsworth Councils Shared Staffing Arrangement.  Anna has also worked for Surrey PCT as a Consultant in Public Health, and in senior public health roles in North Surrey PCT and West Surrey Health Authority.  She is an accredited trainer for the National Public Health Training Programme and an assessor for the UK Public Health Register. Her particular interests include reducing inequalities, prevention, integration of health and social care and teaching.

Dr Richard Brown – Local Medical Committee representative

Dr Richard Brown

Richard is our Local Medical Committee representative as in his role at the LMC he has a particular responsibility for supporting GPs working in West Sussex.

Richard has been a GP for more than 30 years, and still works one day a week as a partner in a GP practice in South Wiltshire. The rest of the week is spent working for Surrey and Sussex Local Medical Committees, having been appointed as Medical Director in January 2008, and Deputy Chief Executive in 2012.
