The Primary Care Commissioning Committee (PCCC) was established to take responsibility for decisions relating to primary care commissioning.

Held quarterly and in public, the PCCC will make decisions around practice mergers, closures and new services to be provided by general practice.

All decisions will be in line with set guidelines and policies.

To ensure transparency the membership of the PCCC is predominantly made up of our lay representatives and non-clinical executives.

The Committee voting members are as follows:

  • Two lay representatives
  • The Independent Clinical Member Secondary Care Clinician
  • The Independent Clinical Member Registered Nurse
  • Chief Operating Officer
  • Chief Finance Officer

In addition there is an open invitation for the following to attend (non voting):

  • a representative from Healthwatch
  • a member from the Health and Wellbeing Board
  • an independent GP
  • a Local Medical Committee representative
  • the Head of Primary Care and the Clinical Lead for Primary Care.

Please note that members of the public are welcome to attend meetings of the Primary Care Commissioning Committee, which although are being held in public, are not public meetings. The meeting venue is:

If you wish to receive a printed copy of a particular paper at the meeting, please inform us ahead of the meeting by emailing Please note hard copies of papers will not be supplied at the meeting unless requested.

Submitting questions to PCCC meetings

We appreciate that often members of the public want to ask the CCG's Primary Care Commissioning Committee questions about our work and we want to make this process as easy as possible.

To make sure we have time to answer as many questions as possible at the Primary Care Commissioning Committee, we have simplifed our process for questions:

  • Any questions submitted five working days before the meeting will receive a written response at last 24 hours before the meeting.
  • Copies of these questions and their answers will be provided on the seats of the public gallery on the day of the meeting.
  • During the question session, pre-submitted questions will be summarised by the Chair, and it noted that the answer has been provided and is available on the seats of the public gallery. People will be able to ask for points of clarity and/or a follow up question.

Questions that haven't been pre-submitted will then be welcomed and verbal answers will be provided by members of the Primary Care Commissioning Committee.

Terms of Reference

The Primary Care Commissioning Committee's Terms of Reference are available within our Constitution.

Primary Care Oversight group (PCOG)

Sitting under the PCCC is the Primary Care Oversight Group (PCOG).

The PCOG oversees the work of primary care commissioning and ensures that reports and information submitted to the PCCC is complete and appropriate.

There are currently three working groups looking at different areas of primary care these include:

  • Primary Care Investment group
  • Primary Care Infrastructure Group and
  • Primary Care Contracting, Quality and Performance Group.
